If Surovikin is trained using Art of War as one of its syllabus then what he is doing is putting the enemy at ease so that it will slack. It also keep the enemy in the dark. When it show weakness, it is going to come in force. Letting the west celebrate and gain confidence is the best strategy.

Since your video, Russian President Putin has declared martial law in the four regions now part of Russia coming into effect tomorrow. Its awaiting Federation Council approval. The regional heads will be able to institute measures for the defence of Russian territory. It signals an upgrade of the special military operation.
If Russia is retreating it will be for a good reason.
