When is a vaccine a recipe?, or intellectual property? It all should be "open source" with scientific groups committing to the use. The only reason is those who use it for the wrong reasons, as is in this case. It is what happenes when one reverse engineers the property that they now own it regardless of copyright or patent, or the consequencies of it being misused. In IT opensource disclaimers are provided with use of operating systems being used where health and well being of those using it. Such a power plant where the water systems are turned on or off.
