Contrary to Fauci’s lies before the Senate, here is hard evidence of the research they were funding, which they very clearly describe as Gain of Function research.
According to their own website: They were funding research that juiced up influenza, MERS (Middle East respiratory syndrome) and SARS (severe acute respiratory syndrome) viruses with enhanced pathogenicity and transmissibility in mammals via the respiratory route.

In accordance with the U.S. Government research funding pause announced in October 2014, NIH paused gain-of-function research anticipated to result in influenza, Middle East respiratory syndrome (MERS), or severe acute respiratory syndrome (SARS) viruses with enhanced pathogenicity or transmissibility in mammals via the respiratory route.
Coinciding with publication of HHS’s Framework for Guiding Funding Decisions About Proposed Research Involving Enhanced Potential Pandemic Pathogens(link is external)pdf (HHS P3CO Framework), that pause is now lifted.
Apply as normal. During review, should your research be identified as possibly being subject to the HHS P3CO Framework, the scientific review officer will write an administrative note documenting this aspect of the application and instruct reviewers that the presence of such research in the application should not affect their overall impact/priority scores.
Following peer review, program officials will review meritorious applications to determine whether the research meets the scope of the HHS P3CO Framework. For projects that do, they will work with the applicant, institution, and funding agency staff, as appropriate, to ensure compliance with the HHS P3CO Framework before the funding agency issues an award.
