If you wonder why these countries were barred from the summit. These countries are friends with Russia. Russia helped Cuba when the US was trying to overthrow their government to implement their influence, which almost lead into nuclear war. Nicaragua is also friends with Russia and are planning a US incursion. Venezuela is Russia's number one ally in Latin America, both militarily and economically. This is the reason why they weren't allowed to go. The US doesn't want to negotiate otherwise they would have invited them. The US wants domination, which is exactly what the Mexican president said.
