The $5,000 hammer was in place because they actually used to have to say where they supposedly spent the money. Now they just say, "don't know" and the Congress say "oh, okay see you next year, do you need any more".
Maybe cover the amount missing since Rumsfeld's Sept 10, 2001 announcement of $2.3 Trillion. It's just a little over 23 Trillion. One of the biggest stories that will never be reported
