It was a mostly fair election.
At no point in the process (legally), should a ballot counters pen even touch a ballot. This video is evidence of a crime IF it can be established those are official US election ballots.
That is the legal linchpin here.

This doesn't mean facts are negligible.
If those are ballots, she is probably filling out the downballot and measures fields, which many voters leave blank in a presidential election. This makes me wonder if this alleged fraud in Pennsylvania would even move the final vote count, if she is in fact fraudulently completing downballot measures and races.
If you trace her hand in relation to the document in question, she does appear to be making downballot alterations to said documents, which fits my perspective on the matter.

There is no way you can tell if they are filing out ballots. They could be signing off on ballot count audit documents. Don't perpetuate a lie if you don't have proof.
Actually these ladies should be redoing a ballot that the machine wouldn't read. The one on the left is reading off the info to the one on the right with a ballot watcher observing. It's the correct way, notice they keep the original. Focus on the real problems, hacking, software glitches, very close counts. Stuff like this and the sharpie crap is what makes this look like a desperate witch hunt.
